Vespasian
The PeripheralVespasian is a Berlin-based continua enthusiast, known to that community only by this name, whose deliberate experiments treated entire populations as material for weapons research. Though he never appears directly, the plans he supplied to Ainsley Lowbeer and his sudden death in Rotterdam make him a troubling link between the exploitation of alternate worlds and a concealed weapon project in the main plot.
Identity and Methods
Vespasian had been experimenting with continua for several years longer than Lev Zubov. He was a weapons fetishist, and his experiments included deliberately testing multiple continua, sometimes to destruction insofar as their human populations were concerned. Rather than treating those worlds as communities with lives of their own, he set their inhabitants against one another in grinding, interminable, essentially pointless combat.
The violence served a specific purpose: Vespasian harvested the weapons that evolved in those conflicts. Some were too specialized to be useful beyond the baroque scenarios that had produced them, but the practice still made whole populations instruments in his pursuit of weaponry. His reputation therefore rests not simply on an interest in arms but on a method of experimentation that imposed prolonged conflict on people in other continua.
Connection to Lowbeer and Conner
Ainsley Lowbeer obtained from Vespasian plans and specifications for an unidentified system or device. By the time Ash disclosed this to Wilf Netherton, Conner Penske was being trained to operate it. Netherton’s peripheral could not understand Ash’s birdsong, but Netherton himself followed the substance of her warning: Vespasian’s designs had reached Lowbeer and were connected to Conner’s training.
Ash did not know what the device was. She inferred that it was a weapon from Vespasian’s fetishism and Conner’s evident delight during his first lesson, and added that Lowbeer had the resources to have something fabricated quickly and secretly. The design’s exact form and intended use remain unknown in this account; what is established is the chain from Vespasian’s plans, through Lowbeer, to Conner’s training.
Death and Narrative Significance
After delivering the plans, Vespasian went uncharacteristically to Rotterdam and died there on a Friday, suddenly and unexpectedly, apparently of natural causes. Ash considered Lowbeer’s lack of interest in his death remarkable. She reported no evidence that Lowbeer caused it, but the contrast between the transfer of the plans, Vespasian’s unusual trip, and her apparent indifference casts the death as a source of suspicion rather than a resolved explanation.
Vespasian’s brief, indirect presence expands the scale of the danger confronting Netherton, Lev, and Flynne and her family. Continua enthusiasts had been using alternate worlds for years before Lev became involved, and Vespasian’s experiments reveal an extreme version of that practice: weapons development purchased through suffering in worlds whose inhabitants could be driven into endless war. His designs’ arrival in Lowbeer’s hands suggests that the consequences of such experimentation may now reach beyond the continua where it began, while the circumstances surrounding his death leave the purpose and limits of Lowbeer’s longer game unsettled.
